Frame rate worries

In previous years I've always left this up to the more tech-savvy members of my group, but this year I am starting anew and am rather worried about the frame rate requirements.

I have a camera that only shoots at 30fps. It's not a particularly nice camera, but them's the breaks, right? It shoots at 720p, so I can live with it.

Anyway, what would be the best way to have my finished product be 25fps? Could I edit/render/export the video from Premiere Pro CS3 at 30fps and then let handbrake sort out frame rate conversion? Would doing that throw my audio out of time? Would it increase the length of my video?

Please help.

Cheers.
